it all depends on what area you're talking about and who you're talking to. Someone from down south might say Lil Jon while someone from the west coast would say Dre. At the same time someone from up north might say Swizz Beats. While there are nationally agreed greats like Kanye, Timbaland, and Mannie Fresh, it's hard to pin point the best.
